


Across Europe, communities are navigating increasingly complex conversations about migration, identity, belonging, inequality, and social change. These topics can provoke strong emotions, differing perspectives, and, at times, tension. Yet avoiding difficult conversations rarely leads to greater understanding.
UNESCO highlights that safe and sustained spaces for dialogue are crucial for fostering social cohesion and rebuilding relationships across differences. Dialogue provides opportunities for people to listen, learn, and engage with perspectives that may differ from their own, helping communities move beyond stereotypes and division. Research also demonstrates that intercultural dialogue can strengthen social bonds, reduce mistrust, and support peace in diverse societies.
Creating a safe space means establishing an environment where people feel respected, valued, and able to contribute without fear even when there’s disagreement. A productive discussion includes respectful listening, confidentiality, openness, and equal participation.
Trust is another critical ingredient. OECD research shows that people who feel heard and believe they have a voice are significantly more likely to trust institutions and participate in civic life. When individuals feel excluded from conversations that affect them, mistrust and social fragmentation can grow.
Facilitators, educators, and community leaders play an important role in creating these spaces. Effective dialogue involves encouraging participation from quieter voices, managing conflict respectfully, and ensuring that personal experiences are treated with dignity and empathy. Focusing on lived experiences rather than debates about abstract issues can help participants connect on a human level and recognise shared concerns.
For the OPEN EU project creating safe spaces is a pathway from othering to belonging. Through dialogue, storytelling, and shared reflection, communities can challenge assumptions, build understanding, and strengthen connections across differences. We live in a time in which creating safe spaces for conversation is one of the most powerful ways to build more inclusive, and resilient communities.
